2025 Mosaic Achievement Award Recipient

We recognize Dr. Richard Riemer for his extraordinary contributions to Touro University California and the communities it serves.

[DAVID P. ZIOLKOWSKI] Doctor Reimer is amazing. I've only known him a short while, but I would consider him sort of a physician's physician. He has amazing respect from his colleagues, nurses and staff. Love working with him. The patients absolutely love him, so he's foundational.

[NEWMAN HOFFMAN] Every day with Dick is an example of someone who lives and breathes service.

[NEWMAN HOFFMAN] It's hard to pick out any one particular time, because one of the things about Dick is his consistency in what he brings every day.

I think one of the things that always strikes me is that Dick always puts his patients and the care of-- of individuals first and foremost.

[BALRAJ SINGH] Doctor Reimer is really a very good listener, he's a very compassionate person.

[BALRAJ SINGH] Whenever I had any question whether it was about some patient in the community ask something or any of the students ask something, he will always have time.

[DR. TAMI HENDRIKSZ] I think one of the things that impresses me most about Doctor Reimer is Touro's vision is to serve, to teach, and to lead. And that is exactly what Doctor Reimer does every single day.

[DR. TAMI HENDRIKSZ] He puts in countless hours and really works tirelessly. And all of it is for the betterment of Touro, the betterment of a community that is in such great need and for all of his patients.

[TEXT] Dr. Preetveer Kaur, Chief Resident, TUCOM Class of 2022, Burke Rehabilitation Residency Program.


[DR. PREETVEER KAUR] The way you know that someone really cares for you is when you contact them out of the blue asking for help, and they're kind of there with you every step of the way.

And so while completing my residency in New York, I reached out to Doctor Reimer very last minute hoping to do an elective rotation in the area. And he came through. He really made it happen.

And even now, for post residency and beyond, he's really been there assisting me and guiding me.

[DR. TAMI HENDRIKSZ] Doctor Reimer has really built up the Touro University medical group practice. He is so thoughtful and so compassionate and really has a vision of what he's doing there, and we are all benefiting from it.

[NEWMAN HOFFMAN] There would not be is a Touro-- a Touro University medical group in Stockton, California, had it not been for Dick realizing both a need there.

And putting together the fact that there was a residency program in development and the need for a flexible partner who was able to provide care and the specialties that were-- that were being set up in this residency program.

[SUSAN ELLIOTT] He is very thoughtful. And his approach, he's very thoughtful about the people and his interactions with people.

[SUSAN ELLIOTT] He's got a great memory. He will remember your history better than you will and be able to recite it.

Again, he's been a great teacher, great mentor and great boss and has also turned into a friend and so along the way.

[DAVID P. ZIOLKOWSKI] I have absolutely enjoyed every minute I've spent with him, he's a great leader. He is extremely articulate and extremely intelligent. Mosaic Achievement Award couldn't go really to a better leader and a better physician. I think he really represents the values of both organizations and lives it on a daily basis.

[DR. TAMI HENDRIKSZ] Congratulations Doctor Reimer.

[SUSAN ELLIOTT] Congratulations Doctor Reimer.

[DR. PREETVEER KAUR] Thank you for everything you've done for me, Doctor Reimer. And thank you for everyone else who you've helped.

[BALRAJ SINGH] You remind us every day that medicine is not only a science, but also an art, and above all, a calling to humanity. Thank you.

[NEWMAN HOFFMAN] Congratulations, Doctor Reimer, on this well deserved award. You embody all of the greatest aspects of our mission at Touro.

[DAVID P. ZIOLKOWSKI] Dick, congratulations on the Mosaic Achievement Award. I know you've been with Touro almost a decade, and I'm sure you've made amazing impacts over those nine and a half years. It couldn't go to a better leader and a better person, congratulations.

[DR. RICHARD RIEMER] I'm really honored to be recognized for this award. To me, this honor recognizes not only the work that I've done and the-- and the vision that I had.

But it honors everybody else who has selflessly put in the time when we started with very few resources, have worked extraordinarily hard to get us to this point.

[DR. RICHARD RIEMER] We're an achievement like this is recognized. I'm often teased about when I'm going to retire, looking at the gray in my beard. But that's not something I think about.

I think about the need in the community and the people that were taken care of and improving access. So much more to do. And but all of that is really, really heartfelt. So thank you.

Dr. Richard Riemer’s kindness, generosity, and impact have touched every corner of our campus, community, and beyond, making him not only a pillar of Touro but a true embodiment of the values we hold dear.

Dr. Riemer joined Touro University California (TUC) as Senior Associate Dean on the Vallejo, Mare Island campus, but it was his visionary work in Stockton that would go on to transform the institution and create a lasting impact. As the Chief Medical Officer of Touro University Medical Group (TUMG) and Residency Program Director of the St. Joseph’s Neurology Residency, Dr. Riemer led efforts to partner with St. Joseph’s Medical Center and its residency programs, strengthening academic partnerships and expanding clinical opportunities for students.

His efforts were not only strategic, they were also personal and selfless. Amid a critical shortage of neurologists in the region, Dr. Riemer has worked tirelessly and sacrificially, regularly taking on extended hospital shifts and being on-call to care for patients in a community of tremendous need. He has shown what it truly means to live Touro’s mission of service, social justice, and improving healthcare access in underserved areas.

Because of his relentless commitment and the partnerships he nurtured, TUC now sponsors over 200 residency positions and hosts its largest cohort of medical students in Stockton. It’s a remarkable achievement that directly laid the foundation for recent class size expansion. His leadership has made it possible for us to grow responsibly and meaningfully while staying true to our values.

To honor this legacy and continue the pipeline work that Dr. Riemer has championed, we are proud to announce the creation of the Dr. Richard Riemer Scholarship, an endowed scholarship for students from Sacramento and Stockton pursuing healthcare careers with a commitment to serve their home communities.

Dr. Riemer’s legacy is not just in programs and partnerships, but in people, such as patients whose lives he’s touched, students whose futures he’s shaped, and communities he’s strengthened through his compassion and dedication. We are better because of his leadership, and through this scholarship, we will ensure his impact lives on for generations to come.
